Facebook private message?

When you send a private message on Facebook there is an arrow but when it's opened there is a check by it. My question is if there is an arrow still does that mean they didn't check my message? Someone told me they still could have if the arrow is still by it depending on there phone carrier.

Nope If the Check Mark is There and if it Says Seen As With a Time On it Than That Person Has Read your Message
