Can't follow on Instagram?

I made an Instagram and I wanted followers, so what I did was unfollow and follow the people I was already following to gain followers. I'm ashamed, but whatever.

now that I'm trying to follow people all it's doing is the follow turns green and goes back to blue. am I on follow limit? if so, for how long will I be on it? can anyone suggest what I could do?
