Do hashtags really work outside of Twitter?

I know hashtags are popular on Twitter, but lately I've been seeing people hashtagging on Facebook, other social media/blog sites, and even saying something out loud and including a hashtag in there. What is going on?!

I know when they're saying it out loud it's just a joke, but are you really more likely to show up on a search if you hashtag on another site? What if I did this #stopthemadness ...would that do anything?
