What can I do if someone has uploaded a picture of me to the internet?
A girl from college took a mugshot of my friends in school and uploaded it to Twitter, so they told the head and she just told the girl to apologize (in person and in writing).

Recently, one of my friends found another photo on the girls Twitter account, this time a mugshot of me, so I was wondering if there's anything more that I could do instead of just going to the headteacher again.

It was taken in school (public) so I know it isn't a violation of privacy, but I'm asking just in case I can report her to higher authorities than school.

No, in essence once it's out there it's out there. You could go for misrepresentation, slander or libel (depending on context) or defamation of character, but you'd have your work cut out for you. It would be much better and easier for you to go to the head teacher and get her suspended or thrown out of school.
