how do i complain about twitter?

I closed my twitter account about 3 months ago, I have found last week that they have re-opened it without me permitting this, I sent about a few tweets to they're support help desk and they really couldn't care less. I then closed it again.

A few days later - guess what? they re-opened my account again!!! i did not do this!!

i sent another complaint asking how my account was re-opened without my approval and they're response was just automated.

This is a major privacy concern to me and i want this permanently deleted as it states on the twitter website when you close the account, is there a governing body over what these people do on the net?

Although this seems to be a weird case, sometimes account are deleted within 24-hours, how long has it remained alive?
