Is he interested in me as a friend?

So I got this guys number from a co worker (who works at Krogers) on facebook.. He says he thinks he's seen me before but every time I walk in he's always staring at me. He's even waved to me and smiled. We talked on the phone and we've text a little bit but he hasn't text me in about a week and a half. He said in the beginning he wasn't looking for a relation ship but always has room for friends. Is it because I'm 15 almost 16 and he's 19? He seems so uninterested but we have so much in common. We're literally the same person. I just don't get why he seems so uninterested but every time he sees me we lock eyes and it's just weird. In a good way.... Help?
