I had such problems 1-2 years ago. It's because either you use the same phone number with another account or your carrier doesn't collaborate with Facebook. This is the simple answer for it.

It May Not Accept it if its Associated With a Another Account or If the Carrier Is Not Compatible With Facebook They Dont Accept All Carriers
