yes, if they are in a threatening or drug dealing manner

If it offends someone or causes someone to feel threatened in any way, absolutely. If you think there's even a slight possibility, don't do it.

You can try, but a lot of police officers don't know how or are too lazy to deal with it because it's out of their jurisdiction. Try reporting them to Facebook first, they take these things (kind of) seriously, depending on the content.
