Yes, you should be able to get upload a profile picture. First, you must be on a computer, and not a mobile device. See this Help page for more info:

If you aren't getting an "upload" option, it's a glitch. Try clearing your cookies, cache, and history, restart your computer, and try again, or on a different browser. It's been going on for months and months and Yahoo hasn't done anything about it, so all you can do is wait it out.

Yes,no problem. Yahoo no longer provides avatars however you can create one from other free sites see the links below.If you are on wireless you must wait until you are on a computer.
Choose either a cartoon or a photo avatar you had saved to your pc.

At this time you can not upload a picture from a mobile device, perhaps that will change in the future.
For now profile changes must be made from a computer.
Go here , http://profile.yahoo.com top center put the arrow on your avatar or !, click change picture.
From there you can upload a Picture from your computer or import a picture from facebook. When finished click submit on the next page. Sometimes it dose not automatically go back to,

Yahoo Answers did away with their Avatar Maker.
If you want a custom avatar go to one of these sites and make a custom avatar, save it to your computer and upload it as a picture.
