Girls did I scare her away or creep her out?

So I'm a little lost I met a girl in college last year. She was shy and I could tell because I'm the only person she made an effort to talk to in class . She would always sit by me and would walk with me. When she found she had Instagram she asked for my username so she could follow me. Even asked if I had a girlfriend. I did ask her to hangout and she got really red in the face and stuttered to email her. She never answered so I didn't contact her over the summer at all. The out of nowhere she gets on the same shuttle as me and excitedly greets me. She sits next to me and asks me all of these questions about myself and then that night likes a few of my pictures on Instagram. So I sent her a friend request on Facebook and she accepts and we send a few flirty messages. I eventually say well I'd love to see you sometime when are you free to get together? She never responded. She didn't delete me or unfollow me but am I creepy to her or what? I don't get it?

No you didn't don't worry it just means she doesn't know what to do with the situation is all trust me on this I had found myself unblocked by someone and I didn't know what to do

You are a side guy. I am sorry to say.
1)When there is no one left to talk to, you are there and she can count on you to make herself feel better about herself without any regard to how you feel.
2)You have asked her twice that you wanted to see her without a response.
3) She will talk to you when you are around at only that specific time and will string you along to keep your "friendship" in tact.
She may not be shy. Did you have only one class with her at school? When she walked with you after class, was it only that one class she walked with you? There could be the reason that at school, You are the one man on campus that she can count on to just be social with...only at school, and online of course when her other friends are busy.
I am currently a college student as well. There are some people I will I will only talk to at school and online. I would never hang out with them on personal and social level outside of school.
