Following me on Twitter but wont let me follow him?

Ive been notified on twitter that one of my classmates is following me and I sent him a follow request (He made his profile private). I checked later to see if he accepted it and he didnt. I sent him another and he declined it again! We dont have anything against each other so why is he following me but wont let me follow him??

There is no reason for him to follow you, if he won't let you follow him back. I think it's kind of creepy. It would be different if he just didn't accept or decline, but since he did decline I might resort to blocking him.

are you sure he actually declined it? maybe he wasn't online yet to see the request.

but if he was, then i think that's kinda creepy and i would block and unblock him so he would stop following me
