Yes you need Facebook Timeline for a cover background. If you do not have it yet, wait or go to http://www.facebook.com/about/timeline and it should ask you to change to Timeline. (Sorry I don't know exactly what it says since I already have Timeline but if you scroll down, there should be an option to go to it.)

Once you found one you like, save the photo and upload it to the "cover photo" album which you should already have made in your photo album.
