Steps to create an app on facebook?

How do I sign up for the developer app on fb?
If I go to this page:
http://developers.facebook.com/docs/apps.../tutorial/
and click on the "Developer App" link it just takes me to my fb business page rather than the screen shown in the tutorial. I've been round & round and still can't sign up for the developer app.
