About 2500 people live in the town, promotions/facebook/advertising techniques are the kind of thing im looking for. Anyone got any tips?

Karaoke night, host a local band with a following, ladies night, contests w/ prizes, drink specials, target a specific crowd and offer what appeals to them the most (quiet& upscale or loud & busy or full of goths & emo etc.....) Hire a HOT male waiter and single women will flock in just for his smile and appeal. Personally I loathe sports and avoid anywhere with televisions blaring some stupid game but if that's your target market buy GREAT televisions and a surround sound system even for sports.

Promotions:
Have two happy hours, say one between 6 and 7 and one between 9 and 10 on the same day where visitors buy one and get one free. That way you suck them in for the entire evening.
Have affordable drinks, and perhaps a promotion of a different brand or type of liquor every other day of the week.
Have a jukebox thereby allowing visitors to select their own music.
Shuttle service escorting drunk guests home
Half price food on certain evenings
I don't like the idea of live music in a bar, tends to get too loud since patrons at a bar are looking for a quieter environment in which they can communicate and such. If they wanted to have their ear drums burst, they would go to a club.
A small town would probably be rather passionate about their local football team or whatever the case may be. Allow visitors to watch the game at your venue, via big screen.
Play local music, music in a bar is of paramount importance.

Advertising:
Promote your venue when looking to advertise. Focus on it's size, it's location, it's availability of parking, its proximity to public transport, it's shuttle service, the hotness of it's patrons, the hotness of it's staff, the price of it's drinks, the wide variety of drinks, it's amount of available seats, the size of it's bar, the quality of it's sound equipment and or it's heritage.

Use forms of media that the target market generally consume. Local radio, a Facebook page with all upcoming and ongoing events at your bar. In a small town, word of mouth marketing will be particularly effective. Make sure the biggest gossipers in town all talk about your bar, the specials, the events, who they heard kissed who in the bathrooms. This might not sound controllable, but having people talk about your venue will ensure that your place is the place that most members of the community choose to visit when they feel like a drink. Get involved and or improve relationships with the local travel and tourism bureau. Visitors to the town will want to know what their is to do in the evening so make sure your place is very prominent in that office.

Your looking at probably two different markets.
The pub will be locals, the hotel may be mostly visitors.

You'll need a marketing plan for each segment.
