"Facebook harassment" isn't a crime. Facebook should close the account when reported. If they start causing damage in your life, you can sue them... assuming you can hunt them down. If they're flat out engaged in criminal behavior like stealing money from people, that's when they might go to jail.

Most of what occurs on Facebook is for Facebook to handle. You can report people to Facebook to have make-believe accounts closed, etc. The police don't get involved with that stuff.
