I'd say 100+ is popular. I have only 41 followers and I'm following 90 people, mostly celebrities.

According to me, maximum celebrities have their profile on twitter. That's why it is so popular.

I would say 10k + is popular.
So meaning no, 4,500 not popular. (Unless your followers are people you know, then yeah you're popular.)

And twitter "popularity" also depends on your following to followers ratio. So if you're following 9000 and you have 4500 follower then you're not popular
