To create the ad you just click this link - ads cost money and you have to pay using a credit card.
If you choose to pay you than setup your ad(s) in the campaign manager, write the ad text and upload an image. you can also choose your target audience (age group, country, gender etc..).

Like in Google adwords, you better set a daily budget limir or may find yourself spending a LOT of money.
