Twitter/Facebook API?

Twitter/Facebook API?
Can I build a piece of web-based Software that acts as a database of social networking APIs (twitter, Facebook, etc...)

So for example if I'm a travel agency and I want to track where people are traveling by what they tweet/post on Facebook

Example Tweet: "omw to india"

Example FB post "on the plane now to china" or by geolocating pics.

Could I take this specific user provided content that is on a social network (twitter, fb, etc...), and attach it to that specific user profile on my website, in my database so that I can look back and go, Person X travelled to india on this day, traveled to china on that day and took this picture, and say for example they try to China once a year in the spring, I could predict that behavior.

-I know nearly anything is possible with the right people and the right amount of time/money but what are the biggest and first problems that come to your mind?
-What programming language/mix of languages would I be looking to hire someone for (remember this is web-based)?
-Would I use API's for this? what kind of privacy laws/technical problems would I run into?
