In simple words, this type of feature is reported as a bug and hence it is removed by Facebook to enhance Security of users account.

When the your profile photos can be setted as view by public will make to like your pictures.
Go to settings>privacy settings>who can see my stuff. |

YOu will have to change your privacy settings and make your pic available to those people who are not on your friends list in FB.
