It's only for iPhone/ipod and android phones, the website only allows you to view a picture link and change account info

No, you need either an Android based smartphone/tablet or an Iphone/Ipad.

I don't believe you can *make* one online. If you could get any ipod, ipad, iphone, or android device for probably 5 minutes you can make an account. You can then access your account on different websites. My personal favorite is Webstagram. . . . Their site is: http://web.stagram.com

No, you can only do it on a phone, ipod, or any other device like the ones i just listed. you can only sign in and change account info.
