Add people on a Facebook page?

I created a page to promote something and it is off my personal facebook page.
Can you not add people just on the page or do you have to have them on your also?
Im trying to figure out how to just promote the page

In order to invite someone to a page (whether it be your own personal page or someone else's) on facebook, you must have them as a friend.

Also, if you want to promote your page, you can pay for advertising by clicks.
