Do I keep asking him to hangout or lay off?

I think this guy is super cute and we're pretty good friends. He came to all of my sporting events I would ask him to come to and we've been trying to hangout but he started wrestling and my sport ended a little while ago. He told me wrestling makes him tired. One of my friends talked to him yesterday:
Her: I saw you've been talking to .... a lot lately
Him: oh haha how?
Her: I had to use her phone for something and your conversation was in her inbox
Him: Oh haha yeah
Her: Well I saw you guys have been trying to hangout, you totally should!
Him: Ehh i've been thinking about it
Then the conversation died...the trending topic on twitter yesterday (the same day of the conversation but that night) was Call out a cutie..so I tagged him in it and he favorited it! Does he seem interested? Do I keep initiaiting plans between us?

not enough info to really determine how interested he is. however, you should defintely keep trying if you like him that much. try to hangout or find a place that will fit outside his other schedule. but yeah keep pursuing it. i am optimistic he'll say yeah and do something soon.

Ask him if he wants to hang, and then go with it from there.

If he said he has thought about it, then just go with it. He's probably just unsure now if he likes you or not. Start to hang out with him, and show him that you're likeable.
