Why did he decline my request on Instagram?

I'm really confused.

I was at this party. This gay guy kept talking to me, being really friendly, etc. When the party was ending he was saying he hopes he seems me at school.

I'm really shy...when we did see each tiger briefly in the hall I didn't say anything. I just glanced at him. We were transitioning classes and the halls were crowded anyway.

I then saw him again a few days later outside. But it's not like I was close enough to say hi or anything. He just stared at me.

So later I saw him on Instagram and decided to request to follow him. He declined. I thought maybe it was a mistake, tried again, he continued to decline...

Why? That's so weird...Everyone I request to follow accepts...and even people I hardly know will even follow me back...what's this guys problem? Such a weirdo
