Are the 6 or so people that pop up on the Facebook friend box random?

What I'm talking about is the box that is next to "Photos" and "About" on your own profile. Is it completely random for which friends pop up as the pictures in the box... because I swear I keep seeing the same people appear.

I've heard multiple theories. One is that it's people that look on your profile often. Another is that it's people who's profile you look at often. Another is that those theories are false and it's completely random.
Anyone got any for-sure knowledge on the subject?

these friend suggestion are based on our profile information like hometown,school,college,current city and according to mutual friends. As their is option of searching friend on facebook through email id and someone if use his/her email id to search friend then about him suggestion for add friends comes us. Sometime their is some unknown person because our email id can reach to unknown person in many ways.

In my fb i got suggestion mostly about people who has something common as friends,hometown,current town,school,collage,same city of school or collage.
