I have been seeing this guy for about two months. Recently he has been canceling plans at the last minute and I decided to end it. He pleaded with me to give it another chance. I said OK but he cancelled our plans again. I said I was officially done and he said he is scared of dating but still really likes me. From his FB timeline, I can tell he was in a relationship and was burned pretty badly. So, what is his deal? He has dated before. We haven't had sex yet so not like he is using me for the sex.

I think you made it clear what you expected from him. You gave him another chance, and he blew it again. I think he probably is scared to date again, but if he thought you were worth it, he would try harder. Frankly, it doesn't sound like he has stuff going on right now. You can either hang on and wait and see if he figures it out, or go out and date other people and ask him to give you a call once he figures his life out.

Don't make anyone a priority when they won't make you a priority.
