Why don't I get the option "Use Facebook as [a business page]" ?? Help me please!?

Here is the deal: i made an independent business page ( i did not generate it from a personal account). I made it for my friend. After a while, she wanted to be able to "like" other pages and stuff. I made her ( with her personal account) manager. But she does not have the option of "Use Facebook as...". She only has "Your pages". I made my personal account manager and I have the option. I also made another personal account, made it manager, and again it only had "Your pages". What should I do?
There can be more that 1 admin. That I know for sure. But for this particular page, even though that person was made admin, she still does not have that option. Any other suggestions?

Only the Page Owner Can have the Option For Use Facebook As No Other Admins Can Have The Option to Use Facebook As They Can Still Access The Page and Make Changes But They Cant Use There Account as the Page
