Apps that I use on android for photo editing are:
Cymera: has many filters, lens flares, borders and cropping. You can also share the edited picture to any social media site.
Photo Grid: This is app has also got many useful filters.
Pixlr Express: This is really good for lens flare effect, just like on afterlight.

This are all free apps but here are some apps that you need to pay for, although I have never tried them.

A Beautiful Mess: This is one of my favourite websites and now have a photography app. I hope that it is a quality photo editing app and can deliver great results.

I have some awesome news for you as well.
Afterlight have announced on their twitter page that afterlight is coming to android in 2014 sometime. I am very excited as I don't have an apple device and I drool over when accounts in instagram are using afterlight on their photos.
