Tweet tagline? do you mean a hashtag or tag? which is when you add # to the beginning of what you wanna tag for e.g. id you post a picture of the beach, you might tag #beach #nature #beautiful

If you See Something like @ and than A Certain username they are talking about a Certain person

When you See Something like this # That Is Refering To A Certain Topic and if you click on it it will show you On Twitter Who Else Is Talking about that Particular Thing
