Twitter question, please?

Twitter question, please?
I'm new to the whole thing, and would like some advice...
I have set my tweets to private, for various reasons...
I know that due to this, those who are not following me cannot see them i.e. any ol' person!
However, I'd like to know if it means that those who I follow (but do not follow me) can see them?
If the answer to the above is no, can I make them see my tweets if I tweet them e.g. @joebloggs, directly?
In other words if, for example, I'd like a celebrity to see my tweet to them (but not the whole fan base!) and they don't follow me, but I '@' them, will they see it?
Really sorry if that was confusing! As I said, I'm knew to it, and unsure about this sorta thing!
Thank you x

Anyone who follows you can see your tweets.
No one else can. Not even if you @ them.

No, you have to make your twitter page completly public for everyone to see and get your tweets :/, But if you and that person are following each other they will most likely see your tweets, as for everyone else, thats a no no ; And yea I know it sucks when you see a celeb or your favorite celeb on twitter and your tweeting them but they cannot see it - But this is what I do I unblock my page when im tweeting important stuff or when inportant stuff is going on (Ex. Say if I am trying to trend something, or trying to get my favo celebs attention) and then when im done I block my page again ... So yep, I really hoped I helped you <3
