Why i can't access the Android app market?

I have a Samsung Galaxy Y, but everytime when i want to access the android market, it always say "connection timed out". I can browse the Internet well, i only can't access the android market and facebook and twitter app installed in my phone. Why is this happening?
the background data box were already checked, but it didn't show any changes. :/

goto setting of ur phone then account & sync. option and there u check the background data option. ull b able to use ur apps.

Try force quitting the market app then turn your phone off and then back on.
