Hi, how can you reply to a comment on a public facebook post from someone else? Because it doesn't say any "reply" signs

Then there's no way, unless there is a reply sign. I don't know how it works but that's just the way it is.

Yes, facebook removed the reply sign but don't worry. Just type - @name of person "You reply here" and then it will be replied to that person.

Reply feature is off for public post from a personal id. So you cant reply to the person. Alternate you can mention the person in your comment (Press the person's first word of name capital and select the person) He/She get notification that you tag him/her in a comment.(mean you reply him/her)
But this feature is still exist in Facebook page and admin need to active it.

Reply is Not On For Public Post What you Can Do Tho is You Should See A Box Below to Type your Own Comment in If you Want to Get Someones Attention Tag There Name In your Comment and Post it
