Google is not a website , it's a browser so you can not upload photos to google . when you search for photos on google images you get linked to all of the websites those photos are posted on
You can upload an image to any site , twitter , facebook , your own web page , it doesn't matter . If that image is captioned and someone searches for images under that name they find that image when they search using google , yahoo , chrome , bing or other browsers . what page it shows up on will depend on how specific the search is compared to the photos caption , how popular the site is that the image is posted on and if the image is exact match to the search query or just similar
example , post a photo titled funny cat and it gets lost in the mix because there are literally millions of them posted online with that title so the latest or most viewed are shown on the first few pages , but post a photo titles new york accident on 34th street nov 8th 2012 and someone searches for that exact term and they find your photo easily
