Facebook Groups question!!?? create a group..!?

so i have reached the limit of being a member on fb.. anws whenever i try to join, they say: uve reached..
then deleted myself from about 10 groups.. the problem still the same.. so now i wanna create a group.. but whenever i enter a group, scroll down the page, then only find report group, or delete myself, used to find Create Group, but no wi cant find it!! what to do?!
