How to talk to a guy who knows that you like him but he still doesnt take the first step?

it started with eyes contact and then i found him on facebook. i send a friend request but he didnt accept it. And i thought that he never saw it so i waited it but He was looking and make eyes contact in the school but he never added me on facebook and i talked to him in a group chat bcz he accepted me friend And we had a problem bcz we dont know each other and it only got worse and worse so we dont talk to each other but he still stares at me at the school and also his friends looking at me too when i am around and he is just keeps playing cool But he stares at me and his friends and All of them ignores talking to me and he never tried talking to me or even saying hi
I wanna say hi to him but it seems that he never will or i am feeling like he wont even reply
So why does he stares at me but he Wont ever talk to me ?
And If so How should i talk to him ? Or what should i do ?
