Yes but if you don't have a data plan not a good idea to use it because data rates are very expensive without a plan.

Accessing the facebook website and accessing their information is free, however you must pay data charges to access the internet in the first place. If you have a data plan then it will be free, if not it may cost you quite alot. If your using WiFi then it wont cost you a penny, but if your using 3G or your network, call them up and ask them about your internet pla.

Well yes and no. Facebook does not charge ADDITIONAL fees. You just get charged the general text message fee for your carrier. So if you text something to facebook or if you get a text from facebook and your cell phone carrier charges $0.15 per text message then thats all you will be charged.
