What does the cloud icon mean in iPhones App Store?

I recently purchased a new phone which was an iphone 5s. I went to download the Facebook app but there was a cloud with a down arrow in it. I pushed this icon and it starting downloading Facebook again. Is this linked to iCloud?? I don't want to use iCloud and have never logged into it. But my brother has it. Does that mean if Facebook is downloaded through iCloud on my phone that it will be downloaded on his and he can go through my Facebook page. We have joint phone accounts. I don't use iCloud as don't want him or anyone else seeing my data on other devices. Please help!

Yes, this means that Yu can use icloud storage on it.

It just means you have the ability to download it whenever you want. It's apples way of showing you you already own it, and not making you pay for things twice if you delete it. I never set up ICloud or anything and I still see that.
