How to like others on a Business Facebook Page?

I have a business page on facebook and people have liked me but I can't like them back. On their pages they have no like button.

I have tried clicking "use facebook as <name>" under manage in the admin panel but to no avail.
It is using the new timeline layout of facebook.

If anyone could help me I would appreciate it
I don't see a like button on other people's pages, I need to use facebook as a page but that button is non responsive

but on that screenshot, featured the message button. See the like button beside the message? that's where you like it.
