Advertising/Marketing Creative Low Budget Ideas?

A group of online friends have been playing and running a game since 2001, the maximum players at one time in it's heydey was approx 2000 people from around the world between 2003 -2006 but due to competition or lack of marketing this number has now dropped down to a core of around 400. The game has always been free and has a moral stance on not accepting advertising. However we realised that to get more players we need to advertise it as the game is better than a lot of games that for example are on facebook that have hundreds of thousands of fans. How do we keep to our core values and advertise the game around the world? Where are some good places to find new fans cheaply?

Eg. I was thinking of designing and printing some leaflets and asking to put them up in Games Workshops, librarys, schools, unis and that kind of thing - what else?

Do a facebook page for it, get it on twitter, visit some internet forums and post information about it. What is the game anyway - we might be interested on here
