hey I was wondering if anyone is aware how you can do marketing campaigns such as billboards and TV advertisements, what are the particular requirements, costs? And do we need permission from the government?

Depends on a lot of different factors, such as your billboard geographic location (a billboard in Central London will cost more than one in a town suburb), how long you want to run a campaign for, who your target audience are, what stations you wish to run TV ads on, and what time slots and how often.

Permission from the Government wouldn't be an issue if you're UK-based (if you're not, then you'd need to check)

For any sort of marketing campaign like this, if you're not sure then it may be an idea to have an initial discussion with a marketing / advertising agency who handle these types of campaigns

What worries me a little bit here is that you seem to have already half-decided upon the media to be used in your campaign without having gone through the campaign planning process. It's like putting the cart before the horse! Television advertising and OOH (Out Of Home) media are massively expensive and you need to have a very good reason for choosing these flagship offline media.

You need someone to help run through the marketing campaign planning process as there may well be more cost-effective routes to market such as social media, a mobile application and/or app, PR, something viral etc etc. A good local marketing consultant will help you here but choose wisely. The danger of going straight to an advertizing agency is that they might be tempted to reinforce your initial desire to use expensive, traditional offline media and relieve you or your employer of tens or hundreds of thousand of pounds to questionable effect.

One of my friend purchase snap poster frames, pavement signs, etc. from some company like Meridian Display for his restaurant business and with the help of such posters and banners, his marketing cost is low and the good news is that his marketing campaign is successful as now his restaurant is in profit. So, with such techniques even small shop owner can also do marketing for his shop.
