What does a padlock by someone's name on twitter mean?

I'm following an account on twitter, I can see the tweets in my feed and I can favorite and comment on the tweets just not retweet them. When I click on her profile though there's a padlock by her name. If she blocked me I don't see how I would be able to see and favorite tweets. What does that mean ?

It means their Tweets are 'protected'. You cannot view their full profile or their tweets without sending them a follow request. This follow request must be approved before you can view the full profile and tweets of this person! Have a good one!
