Businesses on Facebook are always trying to promote their page. Probably the cheapest way to buy Facebook fans is through sites that sell them in bulk. I purchased 10,000 targeted fans from a site called http://www.getbulkfansnow.com/ and they delivered around 12,000. After that the fan page grew like crazy because the numbers were just so big.

You can also run ad campaigns on Facebook itself, but this will be about 10 times more expensive.
