Does Twitter own the @ and # marks used for categorizing? Is the system someone's intellectual property?
I've noticed that tumblr also uses the hashtag system are they paying a licensing fee to somebody or can anybody use @'s and #'s?

the @ and # symbols are internationally used and are not trademarked by twitter and are probably impossible to be trademarked.
