iphone 4s wont connect?

my iphone has wifi and it says 3G but it only has 3 bars. its charged and my messages are sending but twitter instagram and stuff like that arent working

Restart your iphone. Or you can try ending the app task. Press the home button twice quickly, and end all apps that appear at the bottom section. Make sure end all tasks. Also, once that done, go into settings, try disabling wifi and use 3G. See if app works. Then try using wifi. Hope this helps.
