Getting followers on Twitter and following others?

I just joined Twitter (well I did one other time but it got hacked) and I'm not sure on how you find followers. Looking for your friends is common sense and I've had a few join me I think because of hash tags.

So I have two questions, first how do followers? Keep using hashtags so others can read then too? Also it wouldn't be weird to people to just add people I don't know (even though that's how I think its OK because people do that to me.

Any advice?

Getting followers on Twitter involves a good understanding of what is trending at all times, and being very cynical. Use hashtags that will ensure that people doing searches will find you. However, understand that you must also deliver on what you are selling with those hashtags.

For example, if Prince William dumps Kate and proposed to Kim Kardashian, then a hashtag like "#KimKardashian" or "#WillandKim" would cause many people to check your current and previous tweets. And, if those people found you had something to say that appealed to them, then they would follow you.

Another way to accumulate followers, it to follow people yourself. You can do this pretty randomly. Twitter is one of those places on the interweb that demonstrates the stupidity and dangerous openness and availability of people. If you follow someone, he will probably follow you.

We all read the stories about how many followers this person or that person has, but too many people fail to understand that those accumulations of followers are usually the result of well planned and executed sweeps, and have very little to do with someone actually posting interesting or meaningful tweets.

I don't know if this helps but if you are searching ways to be more popular on social networks and gain more followers/views/likes etc.etc. you can try to order some from social promotions websites.Then the real ones will start to rise!
