If you want to start, put up a website and begin marketing your services. Probably the best way to impress people into getting your service is to BE the business you want them to want to be.

It all depends on your skills or resources, you could start by doing small chores to order at microtask sites like mturk.com, or microworkers.com, or offer a specific service for $5 at Fiverr.com (you earn slightly under $4) these could be good for someone who needs some experience.
If you have good promotion and management you might be able to offer a number of services on your own business site, while recruiting active social media users as your outsourced workers wither through marketplaces like Elance, Odesk or on your own separate social worker "employment" site, there can be a lot of labor involve in social media, having a stable of oursourced help would help you scale things up.

As you probably know, this is a wide field, where some companies manage to charge 2k to 20k a month from their clients, while others struggle making ends meet.

The key to success is first of all, to know the stuff really good, and its not that hard to learn it.

The second step is being able to show what you have done already, if you haven't done anything yet its not easy to get a client to be the one to teach yourself on, unless you get paid by results only.

The easiest way to start, is getting involved yourself in Social stuff, so at least you can show your own following and fan base you have built.
