What photo editor has cool overlays?

You need an image editor that supports layers.

The best for free is GIMP http://www.gimp.org - it's not an online service, it's an application you download and install on a computer.

Similar but simpler is Paint.NET http://www.getpaint.net

For a similar online service you could use Pixlr.com

Make sure that you get version 2.8 at least. Its "single-window" mode makes it much more user-friendly to anyone who is used to photoshop.
As BK says, not only is it a superb program but it is free for non-commercial use.

"gimpshop" was an earlier version of gimp tailored to look more like photoshop, etc.
