Is there a way to block ONE photo in an album to specific people on facebook?
just one photo out of the whole album
are there seperate settings for each photo in the album?

I don't think there is. You may want to just create a new album for that one picture (& any other private pics) and click custom to create a list of people who can see it/them.

FYI: Applications and facebook advertisements can see everything you post in your profile, even if you set everything to private and friends only.
