How to make a Skype without a Microsoft account?

I'm making a new Skype name, & I was wondering how I would do that without a Microsoft account, because the last one I made didn't require one. Please don't tell me to just make one, I don't want to for specific reasons. Thanks in advance. (:

I just took a look at the Skype sign up form. It says "Skip this step by signing in with your Microsoft or Facebook account" which gives me the idea that you can just fill out the form without signing in with a Microsoft account...
