Can people be charged for hate crimes on Facebook Memorial Pages?

A friend of mine recently passed away and he was made a memorial page on Facebook. However, recently, on the page, people have been making accounts (but some have just been using their main accounts) to bad mouth my friend and use racial slurs and other disrespectful statements to try and be as annoying and mean as possible. Can these people be accused of hate crimes ?
