Might be as it is a kind of identity theft. Phone the local polis and ask. They should know.

It ain't illegal just report them and have other people report them too and they will be banned sooner or later

its not Allowed on Facebook thats For Sure Not Sure about it being illegal tho If you believe somebody is pretending to be you report the profile to facebook
